NOTICE TO BIDDERS
CURBSIDE COLLECTION AND DISPOSAL OF TRASH
NOTICE IS HEREBY GIVEN that in accordance with N.J.A.C. 7:26H-6.1 et. seq. sealed bid proposals for a three-year contract for the periodic collection and disposal of trash from residential properties and municipal facilities within the Borough of Mendham commencing on June 15, 2017 and terminating on June 14, 2020 will be received by the Borough Administrator of the Borough of Mendham, in the County of Morris, New Jersey, at the Phoenix House, 2 West Main Street, Mendham, New Jersey, on Wednesday, April 12, 2017 at 11:00 a.m., prevailing time, at which place and time all bid proposals received will be opened and read aloud for the following project: “Curbside Collection and Disposal of Trash”.
Bids may be submitted for one or more of the following contracts:
(1) A three-year contract for weekly collection, transportation and disposal of trash, as defined in the Specifications, generated by residential properties and municipal facilities within the Borough;
(2) A three-year contract for monthly collection, transportation and disposal of trash, as defined in the Specifications, generated by residential properties and municipal facilities within the Borough;
(3) A three-year contract for quarterly collection, transportation and disposal of trash, as defined in the Specifications, generated by residential properties and municipal facilities within the Borough.
The specifications for the respective services, Instructions to Bidders and general conditions for all contracts, contract form, performance bond form, bid proposal form and other bidding documents are available at the office of the Borough Administrator, 2 West Main Street, Mendham, NJ 07945 between the hours of 9:00 am and 4:00 pm prevailing time, Monday through Friday, excluding holidays, upon payment of $50.00 payable to the “Borough of Mendham”, said sum not refundable.
Each bid proposal must be enclosed in a sealed envelope bearing the name and address of the bidder and the name of the project on the outside, addressed to the Borough Administrator, Borough of Mendham, Morris County, New Jersey. Bid proposals shall be submitted at the place and time scheduled for the opening of proposals, provided, however, that a bid proposal may be submitted by hand delivery, mail or courier service if placed in a sealed envelope marked as hereinabove provided and mailed or otherwise delivered to the Borough Administrator, 2 West Main Street, Mendham, NJ 07945, in which case the delivery of the sealed bid proposal envelope to the Borough Administrator prior to the time for the opening of bid proposals is the responsibility of the bidder.
Bid proposals shall be prepared and submitted on the forms provided and in the manner required by the Instructions to Bidders. Each bid proposal must be accompanied by a certified check, cashier’s check or a bid bond in an amount not less than ten percent (10%) of the amount bid (but not more than $20,000) to guarantee that the bidder to whom a contract may be awarded will execute the contract and furnish the required performance bond. Each bid proposal must include a consent of surety from a surety company stating that the surety company will provide the bidder with the required performance bond if the contract is awarded to the bidder. Other documents required to accompany each bid proposal must also be completed and submitted.
No bid proposal may be withdrawn for sixty (60) calendar days after the opening of bids. A contract will be awarded to the lowest responsible bidder or all bids will be rejected within sixty (60) calendar days after the opening of bids.
Bidders are advised that the provisions of any contract will require compliance with the requirements of N.J.A.C. 17:27 (affirmative action respecting employment).
The Borough reserves the right to determine which contract will be awarded and the right to reject any or all bids and to waive any informality in any bid, all as permitted or required by law.
