NJ Property Tax Relief Programs

STAY NJ PUBLIC INFORMATION SESSION
A representative of the NJ Division of Taxation will be presenting about the Property Tax Relief programs, which includes ANCHOR, StayNJ and Property Tax Reimbursement (Senior Freeze).

New in 2025 — Single Combined Application: The State of New Jersey has combined the application for the Senior Freeze (Property Tax Reimbursement), ANCHOR, and Stay NJ programs for residents 65 and over, or those collecting Social Security Disability Benefits. Resdients who have filed in prior years will still receive the "Blue Book" from the state, the new form is PAS-1. All credits, regardless of program, will be reimbursed directly to the homeowner, they will not be credited to your property tax bill. You should pay the amount billed on your tax bill.
- Filing Deadline for Form PAS-1: October 31, 2025

- No longer required to include proof of property taxes paid with your application.
- The earlier you file, the sooner you start receiving benefits!
- Property Tax Reimbursement – PTR / Senior Freeze The Senior Freeze Program reimburses eligible senior citizens and disabled persons for property tax or mobile home park site fee increases on their principal residence (main home).
Need to meet all 3 qualifications:
- 65 or older or receiving federal Social Security Disability as of 12/31/2024.
- Owned or lived in same home/mobile park 12/31/2020 through 12/31/2024.
- Total annual income - 2023: $163,050 or less
2024: $168,268 or less

PTR/Senior Freeze reimbursement checks will be issued beginning July 15, 2025 on a rolling basis based on application date.

- ANCHOR This program offers property tax relief to New Jersey residents who own or rent property in New Jersey as their main home and meet certain income limits. This year's ANCHOR benefit is based on residency, income, and age from 2024. Checks will be issued beginning September 15, 2025.
Need to meet 2 qualifications:
- NJ home was main residence as of October 1, 2024.
- Benefit depends on income level and status for homeowner/renter:
Homeowners
2024 Gross Income 65 or older SSD Recipient
$150,000 or less $1,750 $1,500
$150,001-$250,000 $1,250 $1,000
Mobile Home/Renters
$150,000 or less $700 $450
Other Information:
Most applicants will receive their payment about 90 days after applying, unless additional information is needed to process the application.
Tenants do not need an ID or PIN number to file.

- STAY NJ - Property Tax Relief for Senior Citizens. This is a new program which reimburses applicants for up to 50% of their property taxes up to $6,500 in 2024. Benefit issued in quarterly increments beginning in 2026, starting in February.
Qualifications:- 65 yrs or older in 2024.
- You must have owned and lived in your home for the full 12 months of 2024.
- 2024 income less than $500,000.
- Mobile homeowners are not eligible.
STAY NJ benefits are calculated after ANCHOR and Senior Freeze benefits are determined. If you qualify for all 3 programs the STAY NJ benefit will be reduced by the ANCHOR and Senior Freeze benefit, with an overall maximum benefit of $6,500 for 2024.
Other Property Tax Deductions and Exemptions
New Jersey offers several property tax deductions, exemptions, and abatements. Tax deduction, exemption, and deferment programs include:
- $250 Property Tax Deduction for Senior Citizens and Disabled Persons;
- $250 Veteran Property Tax Deduction;
- 100% Disabled Veteran Property Tax Exemption; and
- Active Military Service Property Tax Deferment.
